OEC Requirements for Domestic Workers: OFW Pass Guide

Direct answer: Every Filipino household service worker going abroad needs DMW exit clearance, which used to be called the Overseas Employment Certificate (OEC) and is now the OFW Pass. If you are returning to the same employer and country, you can generate an OFW Travel Pass in the eGovPH app. If you are going abroad for the first time, your licensed agency processes your contract with DMW, and you check that the clearance exists before you fly. DMW's own FAQ says an OEC is valid for 60 days and works for one exit. The Travel Pass is valid for 90 days.

This guide covers a Filipino domestic worker's version of the OEC question. It explains what the document is, which name applies to you, what to bring for each situation, what you should not pay, and what to check on travel day. DMW's own OFW Pass page at dmw.gov.ph/ofw-pass still showed "Page Under Development" when we checked on 16 October 2026. So this guide leans on the DMW advisories and circulars themselves, and it dates each claim.

What is the OEC, and what is it called now?

The OEC is a document from the Department of Migrant Workers (DMW) that says your recruitment, documents, and registration as an overseas Filipino worker (OFW) are in order. Immigration officers at the airport use it to confirm you are leaving the Philippines for lawful work.

Three names float around, and they are not the same thing:

NameWhat it isWhere it came from
OECThe original name. DMW's FAQ page still uses it and says it is valid for 60 days, one exit.Long-standing DMW document
OFW Clearance, or OFW PassThe renamed OEC. Printed passes from DMW Online Services still count as valid clearance.Department Circular No. 02, Series of 2023, dated 11 July 2023
OFW Travel PassThe digital version, generated in the eGovPH app with a QR code. Returning workers first.DMW Advisory No. 38, Series of 2025, signed 27 November 2025

Department Circular No. 02 renamed the OEC as OFW Clearance, also known as the OFW Pass. It also says all OFWs must have an OFW Pass when leaving for or returning to work overseas. Advisory No. 38 then introduced the Travel Pass through the eGovPH super app. It states that printed OFW Passes from DMW Online Services, and those issued manually at the airport assistance center, remain valid exit clearance.

That means your agency, your employer, and your friends may all say "OEC" and mean something different. Ask one question: "Is this the printed clearance from DMW Online Services, or the Travel Pass in eGovPH?"

OEC vs OFW Pass: what applies to you in October 2026

As of 16 October 2026, the latest DMW issuance on the Travel Pass that we found is Advisory No. 38, Series of 2025. We did not find a 2026 advisory or department circular that changes it. DMW's advisory list shows no OEC or OFW Pass notice dated 2026.

Advisory No. 38 says the Travel Pass "will initially cover" rehire or returning workers (Balik-Manggagawa), including those who had OEC exemptions through DMW online systems. So the digital pass is the route for returning workers, not for everyone.

In practice:

  • Returning to the same employer and country. Use the Travel Pass in the eGovPH app.
  • Changing employer or job site. The app sends you to DMW Online Systems for an in-person appointment at the nearest DMW regional office or Migrant Workers Office (MWO).
  • First-time household service worker. Your agency handles contract processing with DMW. The Travel Pass advisory does not describe a self-service route for you.

DMW keeps its Online Services open for worker categories that need separate review or paperwork. If your case does not fit the app, you are not doing anything wrong. You are in the manual lane.

OEC requirements by situation

Use the table below to find your row. It combines DMW's Balik-Manggagawa steps, Advisory No. 38, DMW's 2023 land-based rules, and one MWO's published guidance. Your destination country and your DMW record can change the details, so treat it as a map and confirm with your agency or MWO.

Your situationHow you get clearanceWhat to have ready
First-time household service worker, hired through a licensed agencyThe agency processes your contract with DMW. Clearance is issued after contract documents and OWWA membership are in order.Passport, DMW-approved contract, e-Registration, PEOS and PDOS records, OWWA CPDEP certificate, medical exam, visa

Returning, same employer, contract expiredThe app asks you to update employer and job site information, then generates the pass.New contract details, passport, eGovPH account
Changed employer or job site while abroad, or changed positionIn-person appointment through DMW Online Systems at a DMW office or MWO. MWO Singapore calls this contract verification.Signed contract, passport, work permit or visa, appointment confirmation
Not previously registered with DMW, but already working abroadContract verification through the MWO, per MWO Singapore's advisory.Passport, contract, work permit, proof of current employment
New employer hired from the PhilippinesNot Balik-Manggagawa. Your new employer's hiring route applies, usually through a licensed agency.Whatever the agency or DMW checklist lists for your destination

A few notes on this table:

  1. DMW Department Circular No. 02 defines a rehire as a worker returning to the same principal. A new employer you found abroad can still count if you started work on-site and are returning to that employer.
  2. The MWO Singapore advisory lists four cases that need contract verification: not previously registered with DMW, changed employer, changed job site across countries, and changed position. It also says contract renewal with the same employer does not need verification each time. That advisory comes from one MWO, so ask yours whether it uses the same rules.
  3. DMW's 2023 rules say a separate set of requirements applies to domestic workers and other household-based positions. Ask your agency for the DMW checklist for your destination and keep a copy.

First-time household service workers: the agency route

If you are going abroad as a household service worker for the first time, you are not meant to file the clearance yourself. A licensed Philippine recruitment agency processes your contract with DMW. Check that the agency and the job order are real before you hand over documents, and set up your DMW e-Registration so your records exist in the system.

Before departure, expect these steps:

  1. PEOS. DMW's 2023 rules say completing the Pre-Employment Orientation Seminar online is mandatory for all applicants for overseas employment.
  2. PDOS. The Pre-Departure Orientation Seminar certificate is on OWWA's agency-hire checklist for household service workers.
  3. OWWA CPDEP. The Comprehensive Pre-Departure Education Program for household service workers is a language and culture training of 1 to 6 days. OWWA's 2026 Citizen's Charter lists the fee as none, and agency hires enroll through prep.owwa.gov.ph using the agency's registered email.
  4. Medical exam and skills documents. DMW's rules list a health exam under the destination's medical protocol and, where required, a TESDA Certificate of Competency for the job.
  5. Contract signing. You sign the DMW-approved contract. Read the salary, rest days, and duties against what the agency promised.
  6. Clearance. DMW's rules say the clearance is issued only after contract documents are in order and the OWWA contribution is paid. Ask the agency to show you the clearance or pass before you fly.

The same circular bars visa usage undertakings for domestic workers. In plain terms, you should not be sent abroad for household work on a tourist or other mismatched visa. The destination country's guide for how to apply as a domestic helper in Hong Kong shows how the agency route works for one popular destination.

Returning workers: Balik-Manggagawa, step by step

A Balik-Manggagawa worker is a land-based worker returning to the same employer, either at the same job site or at a new job site of that employer. DMW Advisory No. 38 gives these steps for the Travel Pass:

  1. Download the free eGovPH app from the Apple App Store or Google Play Store and verify your account.
  2. Open the National Government Agencies section and choose the Department of Migrant Workers tab.
  3. Select the Balik-Manggagawa service and generate your OFW Travel Pass.
  4. If you have an active contract in the system, the app generates the pass automatically.
  5. If your contract has expired, the app asks you to update your employer and job site details first.

Each Travel Pass has a QR code. DMW says it can be checked with the scanner on DMW's official website, and a colour shows its status: gray for not yet generated or voided, green for active, blue for used, amber for expiring, and red for expired.

If you cannot use the app, DMW's FAQ describes the older online route through onlineservices.dmw.gov.ph. You log in, choose Balik-Manggagawa, enter your flight date, and the system shows your previous record. If you are returning to the same job site, employer, and position, it generates the exit pass or lets you print an exemption. If not, you set an appointment, bring your documents, and wait for the result: approved, compliance needed, or denied.

OEC exemption: who qualifies

DMW's FAQ says only workers with a previous record in the Balik-Manggagawa Online system (2016 to 2021) or the later online records (May 2018 onwards) can be exempted. If you are returning to the same employer, job site, and position, you can print the exemption from DMW Online Services.

Advisory No. 38 now folds workers with online OEC exemptions into the Travel Pass. So for most returning workers in 2026, the exemption question and the Travel Pass question are the same step.

If your old record does not appear, DMW's FAQ points you to the online HelpDesk. Create a ticket under the Balik-Manggagawa service, choose "BM-Old Record Problems," give your e-Registration number or email, and enter the old OEC number so DMW can match it. Save the ticket number and use "Inquire Ticket" to check progress.

OEC validity and fees

How long is it valid?

Three official figures exist, so check the date on your own document:

DocumentValiditySource
OEC, per DMW FAQs60 days from issuance, one exit from the Philippinesdmw.gov.ph/faqs
OEC or OFW Clearance, per the 2023 DMW rules60 days for initial deployment, 90 days for rehiresDMW Department Circular No. 01, Series of 2023
OFW Travel Pass90 days from issuance; you can void or renew it in the appDMW Advisory No. 38, Series of 2025

DMW's rules also tell the agency to deploy you within the validity period and report non-deployment within 15 days after the clearance expires. We found no official page that states the validity of a Balik-Manggagawa OEC issued through the older online system, so read the expiry on the pass itself. If it will lapse before your flight, void and renew it. Do not fly on an amber or red pass.

What does it cost?

Returning workers pay nothing for the pass. DMW Department Circular No. 02 lifted the P100 processing fee for rehires, and says OECs and OFW Passes are issued free of charge for them. The circular adds that DMW planned similar benefits for agency-hire and direct-hire workers through a separate circular. We did not find that circular, so we do not state a DMW processing fee for first-time workers.

For agency-hired domestic workers, the rules point the cost to the employer:

  • Placement fees may be charged to OFWs in general, but domestic workers are excluded. A household service worker pays no placement fee.
  • The costs of recruitment and placement belong to the principal or employer, including visa fees, work and residence permit, round-trip airfare, airport-to-job-site transport, the DMW processing fee, and the OWWA membership fee.
  • The fees you do pay are documentation costs such as your passport, NBI, police or barangay clearance, PSA birth certificate, and the health exam, plus your PhilHealth, Pag-IBIG, and SSS membership under existing law.
  • No other fee in any amount may be charged to you.

OWWA's 2026 Citizen's Charter lists the membership contribution as US$25. It stays active until your contract ends or two years after the contract takes effect, whichever comes first. The DMW circular puts that membership on the employer for agency hires, so ask the agency for the receipt and keep it.

Where to get it

  • eGovPH app. The Travel Pass for returning workers. DMW's support email for Travel Pass problems is support.hub@dmw.gov.ph.
  • DMW Online Services (onlineservices.dmw.gov.ph). Balik-Manggagawa processing, appointments, exemptions, and the HelpDesk.
  • DMW regional offices. In-person processing for cases the app refers out, such as a change of employer or job site.
  • Migrant Workers Office (MWO) in your destination. MWOs register and document returning OFWs under DMW's rules. MWO Singapore, for example, verifies contracts in the listed cases.
  • Your licensed agency. For first-time workers, the agency processes the contract and clearance.

The airport assistance center is not on this list on purpose. DMW's 2023 rules let it issue clearance only to workers on special or emergency leave and to cabin crew.

Travel-day checks at the airport

Pack your documents in one bag you carry on the plane. Before you leave for the airport, check this list:

  1. Passport and visa or work permit. Valid for the trip, with your employer's name matching your contract.
  2. Your pass. The Travel Pass QR on your phone, charged and with a screenshot saved, or your printed OFW Pass. DMW's rules say departing OFWs present their clearance to the immigration officer.
  3. Pass status. A green Travel Pass is active. Blue means used, amber means expiring, red means expired, and gray means voided or not yet generated.
  4. eTravel QR code. The official eTravel site says departing Filipino passengers must register, it is free, and you may register within 72 hours before departure. Show the QR code to the airline before boarding.
  5. Contract and OWWA proof. A copy of your DMW-approved contract and your OWWA membership record.
  6. Employer and agency contacts. Phone numbers and addresses on paper, in case your phone dies.

Advisory No. 38 says the OFW Travel Pass serves as additional proof of overseas employment for travel tax and terminal fee exemptions, and that airlines and airport counters must accept it. If a counter refuses, stay calm, show the DMW advisory number, and ask for a supervisor.

If you lose a printed clearance, DMW's rules let you request in writing a certification from the airport assistance center or DMW that says a clearance was issued, with its details. Do that before the flight date, not at the check-in counter.

Common problems and fixes

You get conflicting advice from the agency and the appEmail support.hub@dmw.gov.ph or visit a DMW office. Do not pay anyone to resolve it.
You are an agency hire and the agency has no clearanceAsk for a written explanation and the contract-processing receipt. If you suspect a problem, stop and contact DMW.

Scam warnings

Clearance scams work because the paperwork has changed names several times. A few rules protect you:

  • The pass is free for returning workers. If someone charges you to "release" or "fast-track" an OEC or OFW Pass, do not pay.
  • Use official channels only. The app is eGovPH. The DMW portal is onlineservices.dmw.gov.ph. eTravel's FAQ says etravel.gov.ph is its only official website and warns against fake sites that ask for payment.
  • Household workers pay no placement fee. An agency that asks for placement money before or after you sign is breaking DMW's rules.
  • Check the agency first. A real clearance depends on a real job order and a licensed agency. Use the DMW agency verification steps before you pay for anything.
  • Never travel on a tourist visa to work. DMW's rules do not allow visa usage undertakings for domestic workers.
  • Keep your passport. Do not give your original passport, bank card, or phone login to a recruiter or "fixer."
  • Get a receipt for every payment and screenshot every online confirmation.

Report suspected illegal recruitment to DMW and keep your messages and receipts. For a worker already abroad, your destination's Filipino domestic helper rights guide for Hong Kong shows what to expect from a lawful contract in one major corridor.

Frequently Asked Questions

Is the OEC still required for domestic workers in 2026?

You still need DMW exit clearance, but the name and format depend on your case. Returning workers with the same employer and country can generate an OFW Travel Pass in the eGovPH app. First-time household service workers get their clearance through the agency and DMW contract processing. Check your own pass before the flight.

How long is an OEC valid?

DMW FAQs say an OEC is valid for 60 days from issuance and works for one exit from the Philippines. DMW Department Circular No. 01, Series of 2023, gives 60 days for initial deployment and 90 days for rehires. The OFW Travel Pass is valid for 90 days under DMW Advisory No. 38, Series of 2025. Read the date printed on your own pass.

Do I have to pay for my OEC or OFW Pass?

Returning workers pay nothing for the OFW Pass. DMW lifted the P100 fee in Department Circular No. 02, Series of 2023. For agency-hired domestic workers, DMW rules bar placement fees and put the DMW processing fee and OWWA membership on the employer. Anyone charging you a fee to issue a pass should be reported.

What is the difference between the OFW Pass and the OEC?

DMW renamed the OEC as OFW Clearance, also called the OFW Pass, in 2023. The OFW Travel Pass is the digital version in the eGovPH app, covering returning workers first. All of them serve as exit clearance, but only the Travel Pass is generated in the eGovPH app.

Can I get an OEC at the airport?

Do not plan on it. DMW rules allow the airport assistance center to issue clearance only for workers on special or emergency leave and cabin crew. Domestic workers should have their pass or clearance sorted out before the airport.

A practical next step for helpers

Write down which row of the situation table you are in, then check that one thing this week: your agency's license and job order if you are going for the first time, or your eGovPH account and contract record if you are returning. Keep your passport, contract, OWWA receipt, and pass in one folder. When you are ready to look for your next household role, browse the Helpers guides for workers and create a helper account. Helpers is a marketplace, not a DMW office or recruitment agency, so confirm every clearance step with DMW, OWWA, or your MWO.
